DEVELOPMENT PROGRAMS/OBJECTIVES

GOALS

· To provide the population economic security through the sufficiency of agricultural and industrial productions;

· To provide the population adequate social services in the field of education, health, social welfare, and community development;

· To enhance the quality of environment, ecological balance, and the proper utilization of the land resources;

· To establish sufficient infrastructure support for the acceleration of development and progress;

· To promote tourism and proper climate for investment  for an enhanced economic well-being;

· To maintain a strong, effective, and efficient government machinery for the maintenance of peace and order and the promotion of the general welfare and increase the municipal revenue.

OBJECTIVES

· Increase agricultural, fishery and livestock production;

· Maximize utilization of lands based on the CLUP;

· Develop potential tourist attractions and improve tourism facilities;

· Prevention/Protection of  critical areas from urban encroachment and natural threats, e.g. salvage/easement zones, SAFDZs, areas with steep slopes;

· Protection/Improvement of infrastructure and social services and facilities;

· Municipal financial and management improvements to include coordination and linkages with national government agencies without offices in the municipality or province.

STRATEGIES

· Discourage linear and coastal settlement development patterns and urban encroachment to agricultural lands

· Building construction moratorium for the next five years in areas declared as Strategic Agricultural and Fisheries Development Zones which shall be solely fro crop production

· Strict implementation of land use and other related laws and ordinances, e.g. Zoning Ordinance, AFMA,  UDHA, Fishery Ordinance, NIPAS, Water Code, Sanitation Code, Fishery Ordinance, etc.

· Provision of services and facilities based on the identified roles and functions of certain areas using the growth center/clustered approach
