VISION
The
Municipality of San Vicente, Ilocos Sur is envisioned
to attain and ensure a more Progressive and Peaceful
living condition under the framework of peoples
participation and sustainable development.
GOALS AND OBJECTIVES
A. SETTLEMENT PLAN
GOALS
§To
provide sustainable higher quality education through
the improvement of educational services and
facilities.
§To
uplift the general health condition of the
municipality and effect an efficient delivery of
health services to the community.
§To
maintain peace, order and safety in the community.
§To
promote sports and recreational programs and to make
use of sports facilities in San Vicente.
§To
improve housing condition.
OBJECTIVE AND
TARGET
§To
provide sustained, adequate and improved social
services in the field of education housing, social
welfare, protective services, health and nutrition,
sports and recreation through the improvement of
existing facilities and services within the planning
period.
§To
provide better quality of environment in the entire
municipality.
B. ECONOMIC PLAN
GOALS
§To
promote socio-economic condition of the less
fortunate.
§To
increase agricultural production by planting
appropriate crops suited to the soil and thereby
uplift the socio-economic condition of the people.
§To
promote industrial growth and development of small
industries that will increase family income.
§To
promote commercial expansion on identified zones.
§To
promote the municipality as one of the tourist spots
in the province.
OBJECTIVES AND TARGETS
§To
tap resources for improving and creating livelihood
opportunities in industry, commerce, tourism and
agriculture.
§To
continuously provide incentive to farmers such as loan
assistance, provision of certified seeds and other
infrastructure support projects such as improvement of
irrigation facilities, maintenance of farm-to-market
roads, etc.
§To
develop beaches and to establish one museum.
C. INFRASTRUCTURE
PLAN:
GOALS
§To
provide adequate infrastructure and transportation
facilities.
§To
provide adequate and potable water supply for the
whole municipality.
§To
expand, improve and maintain power services and
facilities.
§To
improve and expand communication services and
services.
OBJECTIVES AND TARGETS
§To
provide adequate and improved power, telecommunication
services and facilities, adequate potable water supply
sources and improved existing road lines within the
planning period.
§To
construct flood protection measures along flood prone
areas in order to avoid land erosions and to control
floods.
D. LEGISLATIVE AND ADMINISTRATIVE PLAN
GOALS
§To
develop an effective local machinery to meet the
increasing demands of the townspeople in terms of
services and others.

increase municipal income through the implementation
of tax revenue measures and sound fiscal management.
§To
utilize municipal resources judiciously and wisely to
attain development, goals and objectives.
§To
provide incentives to local employees such as
training, increased salaries and the implementation of
updated benefits and others similar activities to
strengthen local machinery.
§To
pursue the computerization to all offices of the local
administration sin order to speed up the delivery of
services to the public and to establish a permanent
data bank.
§To
provide and increase citizen participation in all
community undertakings through the strengthening of
various council or bodies.
