Climate

 

It has 2 pronounced seasons: dry from November to April and wet for the rest of the year from May to October.

 

Rainfall

 

For the whole year, the average rainfall is 108.81 inches with June to September as the period registering the heaviest rainfall.

 

                          Principal River: Baraga River

 

Topography and Land Features

 

It is generally flat. It has a slope of 0-15 at sea level. One third of the total land area are mountainous and two thirds are level lands which are predominantly used for agriculture and residential purposes.

Based on the 2000 census of population conducted by the National Statistics Office, Sta. Lucia has:

POLITICAL PROFILE

 

In 1900,  under the American Administration, the first Municipal President was Don Tomas Joven.

 

At present, the Municipal Administration is under the leadership of  Mayor Ferdinand  F. Hernaez, a medical doctor by profession and serving his first term as mayor of the Municipality.  He took the reign from his father, the late Teodoro Hernaez.

 

Profile of elective officials

 

At the barangay level, the Liga ng mga Barangay is organized and meets every second friday of the month.  The Association of Barangay Treasurers has also been very active.  Monthly meeting is held (every first Thursday of the month) where technical assistance as well as consultation dialogue with concerned municipal department heads are being done to assist and equip them in the discharge of their tasks and responsibilities.  Early this year, the Association of Barangay Secretaries was organized.  The group meets every first Friday of month.

Services and Facilities

 

Health Services

 

The LGU is maintaining five health units – one at the municipal level and four at the barangay. A district hospital is also situated in this municipality but this is being maintained by provincial government.

 

Health services highlighted by the conduct of regular medical and dental missions are being sustained especially since the mayor is a doctor by profession.  Among the programs being provided and /or made available to the people are – primary health care, immunization, nutrition programs, diseases control (both communicable and non-communicable) and of course the provision of free medicines and services of the ambulance whenever needed.

 

Social Welfare

 

There are 35 day care centers in the municipality with 35 day care workers and 1,035 enrollees or day care children for the year 2001-2002. 

 

Other social welfare services readily available to the residents are – Assistance to Individuals in Crisis Situation or AICS, Self-Employment Assistance or SEA, Assistance to Senior Citizens, Livelihood Assistance for women and out of school youth in the form of skills trainings and/or loan assistance.
