BENITO SOLIVEN (1898
– 1943)
Benito Soliven was a
former Assemblyman, World War II Veteran who served
gallantly as a Major I Bataan and joined the Death
March to Capas, Tarlac.
He seemed with grace in
the National Assembly – consistently voted
valedictorian in the number and quality of bill he
authored. He lost his bid for the Senate in 1931 but
went on to win three other terms that culminated in a
grand victory in 1938 when he defeated Elpidio Quirino,
then the recognized political bass in Ilocos Sur.
Later, Quirino became the President of the
Philippines.
Benito Soliven was
married to Pelagia Villaflor, a prominent family I Sto.
Domingo. One of the fruits of their marriage is Maximo
Soliven renown journalist, stateman, author and
publisher.
He passed away on the 10th
day of January 1943 from a disease he contacted
during his painful sojourn in Japanese concentration
Camp in Capas, Tarlac.
FILOMENO B. TADENA
(1916 – 1962)
The Father of the
incumbent mayor, Hon. Floro “Butch” Tadena the late
mayor Filomeno B. Tadena at the age of 32 , reigned as
Municipal Mayor of Sto. Domingo,Ilocos Sur for 14
years, from 1948 – 1962.
During the incumbency of
mayor Filomeno B. Tadena, Sto. Domingo,Ilocos Sur was
classified as First Class municipality because of the
presence of well maintained public market and
electrification facilities in the Poblacion barangays.
The peace and order
during his time is far excellence, of which he was
made famous as “ Meno Tangken” because of his clenched
– first manner of in dealing with peace and order
problem. He was the mayor of all, regardless of creed,
color or political persuasion for which he was
respected so much that Sto Domingo sustained him that
long as Mayor.
Mayor Tadena was a World
War II veteran a hero of Bessang Pass. He was married
to the late
Leonor M. Tuzon and
blessed with six children, divided equally in gender.
The eldest, Amado is at
present the President of the Famous Multinational
Corporation, the GLAXOSMITH KLINE.
The second, Lillian is
the Head Doctor of The Ohio State Hospital, USA.
The third, Floro, now
the incumbent Mayor who is following the foot-step of
his father in term of growth and development of the
town.
The fourth, Filomeno Jr.
is working as a Comptroller of one of the Group of
Companies in the US.
The Fifth, Victoria, a
Nurse (Deceased).
The youngest, Evelyn is
working as a one of the Head Nurses of Ohio State
Hospital, USA
SIGNIFICANT
PERSONALITIES
Santo Domingo remained
as popular as its sweet fruit centuries later. But
today, it is now known not by the fruit of the santol
free, that gradually diminished as a result of
development, but because of its sons and daughters who
have distinguished themselves in their chosen career
and field of human endeavor here and abroad. Numbers
of his exceptionally brilliant progenies have shown
their worth in the hall of congress and others hold
high and prestigious positions in the government and
private agencies.
In 1957, Hon.
Faustino B. Tobia was elected member of the
Philippine Assembly. The Lubnac Reforestation Project
in Lao-ingen remains his legacy ti the people of the
first district of Ilocos Sur, which he represented.
The project provided employment to hundreds of workers
during that time.
In 1978, Hon.
Salacnib F. Baterina was elected member of the
Interim Batasan Pambansa and authored Batas Pambansa
Blng. 337, the forerunner of RA 7160, otherwise known
as the Local Government Code of 1991.
In 1992, Hon.
Mariano M. Tajon, was elected of the
Philippine Congress, representing the first district
in the House of Representative. The construction of
the first phase of the Pamilihang Bayan and the
People’s Coliseum are remarkable projects to his
credits.
At present, Hon.
Salacnib F. Baterina is serving his second
term as Congressman of the 1st district of
the province. Through his initiative, a three-story
building is under construction purportly for tourists,
visitors and balikbayans to stay comfortably during
their sojourn in town. The first floor will serve as
the Puericulture Center, where state-of-the-art
medical facilities hopefully will be provided.
