Tourism booms...

“We have everything to be the country’s top tourism destination so we need to maximize our efforts to develop our tourism programs,” Savellano said.

The Governor disclosed that one of his administration’s main thrusts is tourism, considering the benefits that the Ilocanos may derived. Thus, the relentless efforts of the provincial government paid off because of the huge increase in tourist arrivals in the province.

“There is at least 50 percent increase in arrivals in 2003,” mentioned the Governor.

Gov. DV claimed that in 2001, Ilocos Sur was nowhere among the provinces visited by tourists, which were topped by Laguna and Cavite. But in 2003, Ilocos Sur made a prominent climb and even bagged the top tourist destination during the 2003 Lenten Season.

As proof, tourism-related businesses have been sprouting all over the province. In Vigan City alone, two medium-sized hotels opened while others made expansions.

One hotel now has a two shuttle vans to pick up tourists particularly from the airports. Group tours from the local government units and private institutions also increased tremendously.

A significant tourist arrival was in August when about 200 members of the Liga ng mga Barangay from Olongapo City headed by City Mayor Kate Gordon aboard in about 40 vehicles. The Governor estimated that the group alone poured about half a million.

Savellano’s vision for the tourism industry is to have a wholesome, safe and secure vacation destination with personnel capable of delivering world-class services, which include a variety of products and programs that provide “experiential” kind of tourism. It is also community-oriented to the “Culture of Tourism”, which is capable of providing a complete visitor satisfaction and a host of community-generating benefits from tourism activities.

Ilocos Sur tourism development market niches are anchored to five fronts namely coastal, heritage, pilgrimage, events and agri-aqua.

If the Department of Tourism has WOW Philippines, Ilocos Sur also came up with its own “WOW! Ilocos Sur". It is further elaborated with various elucidations which include Wonders of World Heritage, Windows of Worship and World of Wellness.

Ilocos Sur holds the distinction being the only province, which has two World Heritage Sites inscribed by the UNESCO which is the Santa Maria Church and the City of Vigan. <<<Back

DVBS ...

The DVBS program is the Provincial Government’s response to requests and resolution addressed to the Office of the Governor. Since the program’s start in July this year, over millions worth of equipment and materials were already distributed to thousands of residents, who are composed of farmers, fisherfolk,   farmers–fisherfolk organizations, local government units, education and youth sectors, and other multi–sectoral groups.

Savellano said that the basis on the procurement of relevant equipment for distribution to individuals and organizations are letters, requests and resolutions they pass.

“They identify their needs and request from us and we readily distribute these materials every month at the Provincial Capitol,” he told.

He said that the source of fund for this project is the provincial share from the Republic Act 7171 tobacco excise tax.

“The needs of the farmers and fishermen in the province were given priority during the monthly distribution of various barangay services because the tobacco excise tax fund is really intended for them,” the Governor said.

He stressed that all resolutions coming from the different organizations of the farmers and fishermen, who asked for farm equipment to increase their crop    productivity were all given.

“I would like to tell to each and everyone of you not to worry. All your requests will be given to you,” he said.

He assured that this program is a continuous activity of the Provincial Government to meet the demands of the people in the province.

Among the equipment distributed include water pumps, kuliglig with trailers, hose, knapsack and power sprayer, goats, banca motors and payao, piglets and planting     materials of cassava. Greenhouse...

This is to solve the perennial problem on the availability of high quality Virginia tobacco seedlings experienced by the farmers in Ilocos Sur when tobacco planting season comes.

Provincial Legal Officer Atty. Ma. Ellen Cabatu, disclosed that the Provincial Government would be forging a Memorandum of Agreement (MOA) with the National Tobacco Administration (NTA) for the production of tobacco seedlings at the greenhouse.

Cabatu said that more than one million tobacco seedlings would be produced at the Greenhouse before the planting season to meet the needs and demands of the tobacco-producing farmers.

The production of the seedlings consist of two batches, wherein the first batch had more or less 600,000 tobacco seedlings will be produced intended for 33 hectares and the second batch is another 600,000 seedlings for  another 33   hectares.

Teofilo Batin, Officer-in-Charge of the greenhouse, disclosed that the production of the tobacco seedlings at the greenhouse is a vital project to meet its optimum purpose for the benefit of the tobacco farmers.

He said that these would be one of the attractive sources of income for the province because all the tobacco seedlings to be distributed will be sold at a cost. However, the tobacco farmers had lessened their burden especially during the production of the seedlings.

According to Batin, the farmers, who will be given priority to buy these seedlings, will also be the contract growers of big tobacco companies like the Fortune, Union Leaf Tobacco Corporation and others.

Aside from tobacco seedlings, Batin said that the greenhouse also produced high value crops and vegetables like the high breed eggplants, tomatoes and other high value vegetables.

In a meeting between the Provincial Government and the staff of the NTA-Candon City Branch, the approved cost per tobacco seedlings is P0.30 centavos.

NTA-Candon Branch Manager Rodrigo Pagtulingan expressed his all-out support in making the greenhouse as the center of production of the Virginia tobacco seedlings for the tobacco farmers all over the province.

He said that the greenhouse is the appropriate venue for the production of tobacco seedlings and he agreed to extend their technical assistance for the success of projects.

As to the marginal areas, which claimed to be salty areas and not suitable for Virginia tobacco production, Cabatu mentioned that the Provincial Government, under the leadership of Gov. Savellano, is now initiating the planting of alternative but high value crops such as yellow corn, tomato, cassava and soybeans.

The market of these crops is not a problem since the Provincial Government has a marketing agreement, now operationalized with the San Miguel Corporation. This tie-up is better known as the GMAIS or Grains Marketing Assistance of Ilocos Sur. <<<Back
