Principal Author:
1. Law converting the Ilocos Sur Agricultural College
into the Ilocos Sur
Polytechnic State College, with 6 Campus the 2nd
district of Ilocos Sur
2. (R.A. 6744) Integration of the Candon Community
College into the
University of Northern Philippines (UNP);
3. Establishment of the Office for Northern Cultural
Communities in Region 1 to attend to the need of 14
Upland Municipalities in the 2nd district of Ilocos
Sur;
4. Establishment of the DPWH district office in the
2nd district of Ilocos sur;
5. 5 Establishment of National High Schools in the
Municipalities of Burgos, Banayoyo, Quirino, Salcedo,
San Esteban and Sta. Cruz.
Co-Author:
1. R.A. 7171, which sets 15% of the Excise Taxes,
collected from Virginia tobacco products to be
ploughed back for project to develop the tobacco
producing provinces.

Main thrust of his advocacy effort:
1. He espoused the cause of tobacco farmers in the
Ilocos region, and
relentlessly for the increase of the Budget of the
National Tobacco
Administration (NTA) for the improvement of the
tobacco every trading
season and participated actively in the tripartite
meetings.
2. Utilized his district share in R.A. 7171 for the
improvement of farm to market roads, farm equipment
and post-harvest facilities;
3. Sponsored Continuing scholarship grants under the
SEAP for students belonging to cultural communities;
4. Initiated numerous project for the construction of
national roads and barangay roads under the General
Appropriations Acts through his terms of office and
under his congressional initiatives and countryside
development funds;
5. Worked for the constriction of several public
markets and sports centers in the town of the 2nd
district, refrigeration plants, coffee and mango
processing centers and a coconut mill;
6. Sponsored grants of fishing boats, fishing nets and
artificial reefs for the fishermen of the coastal town
of his district
7. Filed a bill to convert the town of Candon into a
component city; this bill was refilled by his wife and
was approved by the Senate, signed by the president.
Candon became a city early this year.
